The national executive committee has resolved that a special
Congress be held on Saturday 7 December 2019. The business of this Congress
will be to discuss 51¸£Àû’s democratic structures and the recommendations of the
democracy commission. This circular forms the convening notice. The final
report of the democracy commission has been issued as branch circular 51¸£Àû/975.
The motions that the NEC has agreed to put forward on behalf of the commission,
in respect of its report, are appended to this notice.
The conference will take place at the Manchester
Central Convention Complex, Petersfield, M2 3GX. Congress business will take
place from 11:00 – 16:30, with a break for lunch and registration available
beforehand from 10:00.
1ÌýÌýÌýÌýÌýÌý Business of the special Congress
The business of this special Congress is to discuss
51¸£Àû’s democratic structures and the recommendations of the democracy
commission. ÌýNo

2ÌýÌýÌýÌýÌýÌý Submission of motions and amendments
The final report of the democracy commission can be found in
circular 51¸£Àû/975
or

Motions submitted by the NEC in order to put forward the commission’s work are
included with that report, and appended to this circular.
Motions relevant to the business of this special Congress must
be submitted by the deadline of 17:00 on
Wednesday 13 November 2019.
A full schedule of deadlines is set out in section 3.
Branches are advised not to leave the submission of motions to the last minute. Motions can be submitted by local officers using the following methods:
i.ÌýÌýÌýÌýÌýÌýÌý On-line submission form: /1daycongress2019 The form will ask for all the information required.
ii.ÌýÌýÌýÌýÌýÌý Submission by email to congressmotions@ucu.org.uk. ÌýEmails must provide the following information:
· the title (not more than 10 words)
· the motion text (not more than 150 words)
· a statement to say that the motion was passed by a quorate branch meeting, and the date of that meeting
· if the branch meeting called to approve the motion was inquorate, how the motion was approved in accordance with Congress standing orders and local rules
· the name and the position of the branch officer submitting the motion
Each branch may submit one motion to the special Congress. All motions must be no longer than 150 words, not including titles (no more than 10 words).
Motions must be properly approved by a quorate branch/LA
meeting in accordance with Congress standing orders and local rules. The
officer submitting the motion must certify that the motion was passed by a
quorate branch meeting (standing order 3.1), or if a branch meeting called to
pass the motions was not quorate, how the motion was otherwise approved in
accordance with Congress standing order 3.2. Standing orders can be obtained
from the website at /1daycongress2019
Rule change motions do not count towards the entitlement to one motion. Rule changes must consist only of exactly how the union’s current rules are to be changed (rule number, specific words to add, delete, etc), and must also be accompanied by a statement of purpose which describes their effect – a brief clarification, not an argument about the merits of the change.
Regional and other committees
entitled to submit Congress motions may also do so in accordance with their
usual Congress entitlement, provided that these motions can be properly
approved in accordance with standing orders (usually by a quorate meeting of
the committee).
Receipt of all motions will be
acknowledged.Ìý ÌýIf you do not receive acknowledgement,
please contact 51¸£Àû before the deadline for receipt of motions – by telephone to
Catherine Wilkinson or Kay Metcalfe (020 7756 2500) or by email to cwilkinson@ucu.org.uk. 51¸£Àû cannot
accept responsibility for failure of electronic communication.
Motions will be published to branches as soon as possible
after the Congress Business Committee (CBC) has met on Friday 15 November. Branches
may if they wish submit one amendment to the special Congress. Amendments,
which can be approved by a quorate branch meeting or quorate branch committee meeting,
must add no more than 75 words to a motion. The deadline for the submission of
amendments is 12:00 on Wednesday 27
November.

4ÌýÌýÌýÌýÌýÌý Delegate registration
Delegates properly appointed by branches should register on-line before the deadline of 17:00 on Thursday 7 November, at
All delegates MUST
register their attendance in advance of the special Congress meeting. Voting cards
cannot be issued on the day to delegates who have not registered in advance and
by the registration deadline.
5ÌýÌýÌýÌýÌýÌý Delegate entitlement
Institutions with over 100 members are entitled to send
delegates to the special Congress on the basis of one delegate per 400 members
or part thereof. A full table of Congress delegate entitlement by branch, and a
list of current aggregations (for institutions with less than 100 members) will
be made available at /1daycongress2019

6ÌýÌýÌýÌýÌýÌý Expenses
Delegates’ travel costs (from home or work addresses within
the UK, Channel Islands and Isle of Man) and essential expenses will be met
centrally by 51¸£Àû. A claim form will be made available on the day of the
conference. Delegates should keep
supporting receipts to submit when claiming expenses, including travel expenses.

full details when registering to ensure that we can make suitable arrangements.
